Description: This project sought to provide the baseline research concerning health care financing in the Philippines. The numerous baseline studies were based on a nationally-representative survey of households, patients, physicians and health facilities, both public and private.

2. Post-Project Evaluation of the Urban Health and Nutrition Project
Description: This project is a post-evaluation of the Urban Health and Nutrition Project of the Department of Health. Included among the activities undertaken in this project is a physician and patient survey.

3. Developing Indicators of Good Governance and Local Development
Description: This project develops, pilots and advocates a set of municipal/city-level indicators of good governance. The pilot test involves the conduct of baseline and two impact evaluation surveys in 12 cities and municipalities in Bulacan and Davao del Norte. The indicators were later introduced in 40 cities and municipalities in Bulacan, Davao del Norte, Eastern Visayas Region, Central Visayas Region, and Western Mindanao Region.

4. Health Sector Reform Project (HSRP) – LGU Drug Financing System
Description: This project aims to develop an LGU drug financing system in the provinces of Pangasinan, Agusan del Sur, Misamis Occidental and Capiz. Specifically, under this project the sources and uses of fiscal resources for drugs are identified and measures to secure drug finances like Revolving Drug Funds are proposed.

5. Health Sector Reform Project (HSRP)-Developing a Pro-poor PhilHealth Benefit Package
Description: This project sought to develop and prepare for pilot testing in four convergence sites (Agusan del Sur, Capiz, Misamis Occidental and Pangasinan) one or two new benefit packages and corresponding payment mechanisms that would increase utilization of health services by the poor. Consultations with local stakeholders were undertaken in the development and choice of alternative benefit packages.
