1. Private Provider Study
Description: This project undertakes to inform policy by estimating the proportion of private physicians in 22 cities all throughout the country who provide TB treatment services as well as those who specifically engaged in the provision of TB DOTS; their level of knowledge and awareness of DOTS; the quality of TB patient-physician interactions during consultations, etc.; and their record-keeping practices. Project activities include the conduct of a private physician survey in 22 selected cities. This project is undertaken in partnership with the Research Institute for Mindanao Culture, under Dr. Magdalena Cabaraban, and a team of researchers from the U.P. College of Medicine, under Dr. Noel Juban.

2. Quality Improvement Demonstration Project (QIDS)
Description: This project seeks to evaluate the impact of two health interventions – an insurance program for children and a bonus system for providers – on the health status and cognitive development of children. The study uses a natural experiment design where interventions were randomly assigned to study sites. It will conduct two rounds of data collection from hospitals, physicians, patients, and households in eleven provinces in Regions 6, 7, 8, and 10. The study undertakes a number of innovations in data collection including: (i) the drawing of blood from children to derive biomedical measures of health, (ii) the use of clinical vignettes (written case scenarios) to measure quality of physician services, and (iii) psychological testing of children to determine cognitive development. The health interventions will be implemented by the Philippine Health Insurance Corporation and the Department of Health while the design and conduct of research will be spearheaded by the UPecon Foundation and University of California San Francisco Institute of Global Health. The research team includes health economists, physicians, psychologists, statisticians and other health personnel.

3. End-of-Project Evaluation of the Philippine Health Development Project
Description: This project is a post-evaluation of the Philippine Health Development Project of the Department of Health. Among the evaluation studies undertaken in this project, one sought using both secondary and primary data to assess the impact on household and communities, specifically the utilization patterns of target beneficiaries. Another study dealt with the effects of the interventions on field health service delivery outlets.

4. Health Policy Development Program
Description: The thrust of this project is to develop national capability to formulate health financing policies through research and demonstrations. Activities involved: (a) setting up of a process to formulate, test, implement, monitor and evaluate policy reforms (including devolution) in the health sector; (b) creating a multisectoral health policy forum for private and public participation in health policy formulation; and (c) developing national health accounts for policy developments. Surveys were undertaken in this project to assess the impact of the devolution on LGU health expenditures, and of firms to assess their own health insurance expenditures.
